Delcan and the Ontario Ministry of Transportation and the 407ETR Concession have won the IRF’s Global Road Achievement Award (GRAA) for Quality Management for their work on Highway 407ETR in Toronto, Ontario. It’s Delcan’s fourth GRAA in a row.

The award, which is shared with the Ontario Ministry of Transportation and the 407ETR Concession Company, recognises Delcan’s significant contribution to meeting quality standards.

As the largest highway concession project in Canada, Highway 407ETR in Toronto, Ontario includes more than 108kms of mainline highway, 225 structures and seven freeway interchanges.

Delcan has provided continuous and non-obtrusive quality management oversight services from the initial development phase of Highway 407 through to the present – spanning a 20-year period during which the Highway transitioned from a public highway to a Public-Private Partnership concession. Tailored to the unique challenges of each programme, Delcan’s quality management services identify key project requirements and verify work performance on activities that pose the greatest risk to the project during delivery and safety of the end user. The firm currently serves as the Independent Engineer/Auditor responsible for verifying adherence to government safety standards during design construction and maintenance of the electronically tolled highway. Additionally, Delcan serves as Owner’s Engineer for phase one of the 407 East extension and Technical Advisor for phase two of the extension.

“We have found the Highway 407 oversight program developed by the Independent Auditor to be extremely beneficial in helping 407 ETR achieve its infrastructure and maintenance quality performance targets on the highway,” said Craig White, vice president highway and tolling operations for the 407 ETR Concession Company.

The IRF developed the GRAA program to honour and recognise road industry projects that demonstrate excellence and innovation in road development worldwide. Since the award programme was initiated in 2000, more than 100 awards have been bestowed to organizations in more than 30 countries. Delcan has won a total of 11 GRAA awards, more than any other firm.
